The first phase of World Summit on the Information Society (WSIS)
agreed to pursue the dialogue on Internet Governance in the Declaration of Principles and Action Plan
adopted on 15 November 2005, with a view to preparing the ground for a decision at the final phase of the WSIS in Tunis November 2005. In this regard, the first phase of the Summit requested the United Nations Secretary-General to establish a Working Group on Internet Governance (WGIG). The WGIG was asked to present the result of its work in a report "for consideration and appropriate action" at the WSIS second phase in Tunis 2005."
The WGIG's Tunis Summit recommendation established the Internet Governance Forum (IGF), which intent is to further dialog. The Internet Governance Forum in its working and function, will be a multilateral, multi-stakeholder, democratic and transparent environment. Thus establishing the foundation for the Working Group on Constitutional Internet Governance (WGCIG), which shall pursue dialogue pertaining to a Constitutional framework for Internet Governance.

IGF∙atLarge Community
The IGF∙atLarge is:
To establish, foster, and maintain a high standard of integrity, honesty, and character amongst internet communities and users,
To cultivate, promote, disseminate knowledge and information,
To encourage, advance, and sustain open communications amongst and between members of the world community,
To provide a forum for discussion and education on concepts and issues,
To hold online a Constitutional Convention to construct a form for Constitutional Internet Governance.
